The gendarme will be the gendarme. I'm sure they beatdown Frenchmen of all complexions.

The French police are much less likely to shoot you than their American counterparts, but they are brutal when they are set loose. Even 50 years ago, during demonstrations, they would plow into the crowds with their clubs swinging. They used to wear capes as part of their uniforms. They would line the bottom corner of the capes with lead sewn in and swing them at the protesters heads.
But they seldom use their sidearms or rubber bullets.

Because police have too much power and people seeking to abuse power are drawn to the job for that reason.

Defund the police, more extensive training including racial and mental health sensitivity training and mandatory bodycams at all times.
