A church partnered with the dept of corrections to hold services where the families of persons who are in jail cn attend with them. (It sort of sounds like a person needs to attend services in order to see their family members)
So, people often bring food to the services... and that led to problems.

The war on drugs simply drove the price up and put big bucks in control of supply. It is a sham and simply another way to make money. Without the drug war there would be no drug epidemics.
