Purely speculating. I may be giving the FBI too much credit, either as anti tRump or smart enough to assemble such an idea.

They all knew what was coming and decided to allow it to happen. I’m pretty sure the orders came down from the top to stand down!

I'm certain the orders came from tRump. He's worked four years to install fellow travelers in all the agencies and departments.
