But to say that these people are responsible for the collapse of this building is detestable.

There is a twisted sense of a small truth - they do depend on government inspections, however, the state removed laws mandating some inspections and "forcing" condo groups from having enough money for all repairs, thus having "little government control, as loved by cons."
