An expanded NATO would keep Putin from restoring the old Soviet Empire, that's not a bad thing.

That is a Western propaganda myth that Putin wants to re establish the Soviet Union. The fact that he has lamented its demise does not mean that he wants to re establish it.
The demise of the Soviet Union has allowed the West to become more aggressive around the world, as in the Iraq war Libya Syria etc, And in pushing NATO to the borders of Russia.
Those are legitimate reasons to lament the demise of the USSR.
