It's a deodorant "block"/biscuit/cake that some places put in urinals...his point is well taken...Piscuit is a better name!
It's a deodorant for a place where men (and some women if they have the "adapter" ) pee or urinate. If people flush when they are done draining their bladder, there's no need for them.
