I think part of it is that strong emotions help to bring out poetry, and often those strong emotions are negative. When you're really happy, often you're busy doing things other than writing poetry.

That's free will in the broader sense. He's talking about free will as in making choices day-to-day, and that there are so many physical and subconscious factors playing into every decision, that there isn't any "free will" as most people think of it.

I got a slightly different take. It reminds me of a fusillade of ideas that sift through my head and dwindle away before they come to fruition. I'll often forget a great idea that I had lying in bed the night before and then it drifts back into consciousness as I sit at my computer a few days later....
