The Supreme Court said one can talk about fire, but cannot yell fire in a crowded theater. So talking about intolerance is OK, but being intolerant is not. It is also not OK to incite someone to break the law, so people who incite others to be intolerant should be prosecuted. This kind of law is a poor blade for surgury, and will not be applied fairly to everyone.

Tolerance needs parameters. Between doormat pushover status and bull in a china shop aggression exists the elusive sweetspot of respectful assertiveness.
