Because they often just become secular Jews....more affiliated as an Isreali than Jewish but still essentially identifying as Jewish. The state and the religion are hard separate. Being an American says nothing about your religious affiliation. An American Jew identifies with Israel in a completely different way than a Catholic identifies with the Vatican. It is a cultural religion as much as it is spiritual. If not more.
