I remember on my first trip to Colorado as a child, my uncle who lived outside of Denver showed us some HUGE boulders that were very close to roads, and given the right weather conditions and time could resume their downward track. Gravity works that way.

Here also, roads in mountainous areas get blocked by falling rocks, but not usually ones the size of a building.

Gravity works. They have to break up boulders that big.
