Ambassador appointments are political appointments and are made to big donors.
It has always been this way.
Garfield's assassin was a disgruntled political contributor who was denied the ambassadorship he sought for his support.

Still seems wrong to me.
Presidents have few ways to reward supporters, unlike Congress who control the nation's financial offerings. A congressman can (and does) introduce a contributor's bill to reward them with millions in profits by reducing or eliminating regulations.
