Actually glad i clickes on that. Imagine utilities claiming they're on the side of the little guy, in the face of "Big Solar".

If there is something else in that article that said 'claiming they're on the side of the little guy', I don't see it.

Utility Companies are regulated (PUC). Rooftop solar is subsidized.
Long term, doesn't government (somehow) have to balance both ?
