This is exactly one of the reasons we do indeed need a space organization, but under the umbrella of the UN, presumably within UNOOSA (United Nations Office for Outer Space Affairs). The only way to ensure that some kind of espionage doesn't take place is for collection and such of errant satellites be carried out by as neutral a body as can be assembled.
And what happens if some country decides to take unilateral action to collect the satellites, abandoned or active, originating from a different country? This is the danger of the establishment by any country of a military branch focused on space. Unfortunately, I can easily imagine Trump ordering the Space Force to go after the satellites of another country. But if we had a spacefaring UN organization capable of observing (at the very least) or interceding (at the most) such unilateral actions, we would be far better off. And far less likely to wind up starting a war in space.
I would suggest the name of such a UN organization is obvious.
They already stole the insignia from Star Trek.... FFS..
