I was in Egypt in the late 70's when they used all foreign currency for munitions and had none for luxuries like toilet paper. Everyone had made a modification to their toilet by putting a branch and tap onto the water line to the toilet. The branch was a copper tube that went into the bowl and pointed up. After finishing your business you just turned on the tap and moved around to get everything washed, then dried with a towel. Cleaner, cheaper, more comfortable and doesn't require toilet paper. A very cheap bidet.

There are affordable bidets that can be added to a regular toilet (in the US). I very much prefer mine to smeary TP, and so am not too worried about a shortage.
