NY and NJ bought ventilators from Russia, but never used them. Meanwhile 2 of them caught fire in Russia. Are they returnable for a refund?

I read this about Russian ventilators this morning and looked up how they are made. They apparently have lithium backup batteries in them, and deal with pressurized pure oxygen. Lithium can explosively burn in just open air, hell I play with radiation for fun - but I don't work with lithium! Purified oxygen and lithium in one device?! That going off has to be exciting.
But I heard about that happening and thought it sounded like this is all a satire of a horror. I mean - worldwide pandemic happening, huge economic crashes, political chaos, supply problems for medical gear- and then you catch Covid-19. You get really sick and need a ventilator - and are among those lucky enough to get one. And then . . . the ventilator fucking explodes?!
Lucky we didn't disperse them. We might have had a hospital tragedy.
