So I have these new neighbors in a rental house next door. They let the dogs bark outside at all hours. I mentioned it to the neighbor when he came over to introduce himself and it got better for a few days. Now I get woken up at 6am each morning.
Do I: Go over there and * again politely tell them to shut the dogs up? Or report them to the HOA in which case they'll know it's me?
Back story: last house we owned had a neighbor who slashed the tires on both cars and set our dumpster on fire because we complained about their dog digging into our yard. You can see my hesitation for confrontation.
Start a written log.. Record some audio and video, with dates and times and durations.
Is the animal tied? How long does it bark? Are food and water available?
Talk to some of the other neighbors to learn if you have support. And who will help you talk to the dog's keepers.
Search for the property owner's address. Send an anonymous letter about the problem. And that you will be contacting the city attorney if the noise does not stop.
And you may have to inform the police of what appears to be drug traffic. And possibly child abuse. (keep finger prints off the paper. And indicate you live down the block. Etc.
Get copies of the animal and noise ordinances, and provide them copies. And now always record your conversations with him. ONLY audio. have the phone/recorder in your shirt pocket.

Yikes! That’s a scary thing the last people did! I have bad dog neighbors as well. They leave their dogs out 24/7 and they bark all day and night. They have now gotten a cage and leave them it while still in the yard. I don’t even know why they have dogs ?
I don’t know what to say, maybe try again? If they don’t then call the HOA. What’s the statistics on them also being crazy and doing crazy stuff? ? Good luck!
Tell them one more time. if it doesn't stop get a camera and get them stopped.
Warn them that the dogs are a real issue and that if the problem does not stop, you will report the issue to the HOA. If the person attempts to wreak retribution on you in any illegal manner, report the damge to the police and give them the full background.
Do NOY be araid to stand up for your rights and quality of life.
Call the police, they will involve Animal Control and will Not reveal your name. These dogs are not happy either!
Well, if you've already approached him about the dogs and go to HOA wouldn't he guess it might be you? I think I would go to HOA and let them handle it. Eventually, you will have to do something, or move. My son is having to move from his apartment because his upstairs neighbor crows like a rooster every morning around 5-6 am and my son works late and is asleep by then. He approached the man, himself, and it didn't resolve the issue, and in his case, the landlady gave his neighbor a warning, but that didn't last either and there was no HOA to help him. There is always a chance of retalitation but you can't deal with this on your own.
I have a similar situation. My neighbors next-door have three large dogs. Being Wisconsin helps in the winter. As they keep their windows closed. But they still bark if anyone goes on the sidewalk. As soon as it warms up around here. Kids start playing outside. And all you can hear all day is there dog’s barking out of every window in the house. I’ve told him three times but he just doesn’t get it. One time I had to go over there because two pit bulls were locked faces with each other. So what does he do? Put one of the dogs down and buys another one. Fucking idiot!
Ask a policeofficer to talk with your neighbour. I had the same problem some years ago and fell in a two years long depression. I had to stay two times eight weeks in a hospital. It costed 25000 euro for the assurance... At least I wrote letters to the court about it. They sended a policeofficer to those people with their dogs and then it stopped finally. Still I have to take medicines every day. Something in me, my strassresistence broke down for the rest of my life.
If you don't get any resolution with the HOA, this behavior is also in violation of your local ordinances: Section 14-39

It happens, but (in my case) when I hear my dogs out barking late at night or early in the morning I go and see what's the fuss and "shush" them up.
I would hope that the dog owner in question is a responsible pet owner and would be concious of the noise their critter is making? Sadly.... for the most part.... people are self absorbed idjits!
It sure can't hurt to reach out once again and let them know before moving on to more authoritative measures. If that doesn't work.... Well, I'm not a supporter of "calling" anyone on anyone for whatever reasons, but sometimes if they're just an asshole about things....... I don't know what the HOA would do, but a visit from the cops for a noise disturbance might get the point across better?
I'd try talking to them. Do you personally not like dogs? If so that's your problem. I have a dog and a fenced in yard. My next door neighbor does too. Our other neighbor does not like dogs or cats. Calls the police to complain. What kind of neighbor are you?
I love dogs; you know what I don't love? Having the quiet enjoyment of my home disrupted by irresponsible pet owners. The key word in that post above is "outside." When your dogs cause a prolonged disturbance outside, you bring them in; unless you live on a farm with no neighbors. That's called being a courteous neighbor as well as a responsible pet owner.
I like dogs but dogs should not be left outside to bark at all hours to impose on neighbors.

You are the one being imposed upon. I see nothing wrong with another polite visit and a reminder that the issue still exists and you'd really appreciate their help. I get your hesistation after that last experience. Sorry you're having to deal with this.
