That is a valid question. There have been many other pressing issues over the last two years. And no president has an infinite amount of political capital. I surmise that, rather than pick a fight with the railroads at a time when there were serious supply chain issues, Joe decided to spend his on the biggest infrastructure bill in history, rebuilding the NATO alliance, seeing the country through the greatest pandemic in 100 years, etc., etc.
There are some people that wish to be stroked. There are others that wish to forge a way into a better future for the MIDDLE Class who pay taxes & maga, errr, mega corporations that don't.. De reg, by you know who, permitted longer trains with fewer staff. Thanks to deregulation, we will return to Love Canal, burning rivers, & 3 Mile Island. Loathesome. I am staying uphill, up stream, up wind.

At this time it looks like we may find out if the people who voted for him, in EP (70% I'm told), are offended by his visit or not. My money's on not. That's mostly why this "accident" doesn't bother me. They asked for it and will likely ask for more of it but want to cry for help now. Fuck them. If it takes down their neighbors, too, then oh well. They also asked for it.
