How do they accomplish that? Buy back guns? Mandate a return of weapons????

As @Druvius explained, permits are revoked.
If you have a gun and no permit then disposal is your responsibility. It's the same as having a driving licence revoked. No one "buys back" your car.
Owning a gun without a permit carries a massive penalty.
