I don't know about "ever," but certainly they are the worst in my lifetime.
On the bright side, we are fortunate in that Trump is a fundamentally ignorant bozo and has made many mistakes that are now catching up with him. 
I think I heard somebody characterize him as "a malignancy tempered by incompetence."
