In the book "Trump - Fear In The White House" by Bob Woodward there was a discussion about the stock market rising. Trump said this was because of his tariffs but at that time he had not imposed new tariffs. The man does not tell the truth and simply cannot tell the truth. That is why he will not testify before Mueller. He's a conman and a liar.

He's also just plain stupid. He thought he could run for and become president, and not have the whole process expose him for what he is.
