The only way to get rid of those weapons of war is not supply side it is demand side in the solution. If you have effectrive background checks and add the terrorist watch list to the database then declare members of White Supremacist organizations and Anti-Government militias to be terrorists the wannabes who buy those types of guns will no longer be able to buy them...
With no demand production of those weapons stops... Buy backs will only work for the ones who are either starving or not members of those groups....
