In a parliamentary system, a PM or Minister resigns (or used to) as acceptance of responsibility for failure or incompetence. In the US system, no such convention exits. Bush resigning after incompetence leading to 9/11, after they dismantled Clinton structures watching Islamic terrorists? Never. Trump resigning due to criminal incompetence and inaction, which will lead to many more deaths than would have been the case? Again, never.
