So do the armed forces, the police, and hospital staff.

So let me think. If some terrorists try to land a boat on the coast, he won't ask the navy to stop them, he won't expect the police to arrest them as they make their way to the White House, and if they succeed in shooting him, he won't be taken to hospital, especially not in an ambulance with Goodyear on the wheels. Is that how it works?
