The fence was a three strand electric fence.
You can see the insulators.
Such fences don't last long when not in use.
I know because I had to run around a five acre bit of swamp my Dad kept fenced in to keep our forty or so goats where we wanted them to eat the underbrush.
Every high wind meant a branch would fall down on it breaking the wire and someone had to find it or we would have had goats in the road.
Be careful to not accidentally pee on the wire when it's energized.
