I've always loved all white cats. The heterochromia is an added bonus too! Looks like he's been through some stuff. He's missing a bit of his ears. Super cute!
I've never seen such eyes in person. I've heard that white cats with blue eyes are more likely to be deaf. Or if they have one blue one different that the blue eyed side is more likely to be deaf.
If it's that close to a human it might not be feral. It might be a house cat someone put out to fend for itself.
If there are any TNR programs near you they might help find it a good home? Or at the least get it neutered and returned. It extends their lives and makes them much more endurable.
My other sister said it might be the neighbors. Apparently, they don't put collars on their cats. It is on a dead end street. However, there are big trucks on this dead end street because of the water treatment plant. I wish more owners were responsible! At the very least neuter (which he is very much not)
