It’s not true.
Not only does the Navy disclaim it, but the anecdote appears in a 1992 collection of jokes and tall tales. Worse, it appears in Stephen Covey’s 1989 The Seven Habits of Highly Effective People, and he got it from a 1987 issue of Proceedings, a publication of the U.S. Naval Institute.

I much prefer the version of these where is the US Navy being made fun of.
That's the one I first read.
Back in the 1980s, the Royal Navy lost contact with one of its submarines, during a NATO exercise in the North Sea. Until a Scottish fishing trawler hailed them with "Ahoy the Navy! We'll tell you where your submarine is, if you tell us where a nice school of herrings are!"
That must have been before the EEC gave the fishing to the Spanish.
