In some places it can actually mean get ready. In some countries the red light turns yellow before green. This alerts people to be ready to go when the light turns green. In Viet-Nam I watched lights with a digital time readout. The time remaining on the particular light was counting down so people knew how much time was left until the light changed (the funny thing I also noted was that the time line was different each time). here in the U.S that time is being displayed for the walk signs.
