I would imagine you're referring to the Iran-Contra affair during the Reagan administration. Oliver North was the most major player to be convicted in that era of the "I don't recall" statement that was overly used by several on the witness stand during those trials. Reagan being the biggest user! I would argue the governments in these areas as being the guard dog for corporations there doing these crimes. You may find this video by Abby Martin of interest.
