I know this is going to be an insane idea - how about we just fix our freaking health, & mental health, care systems? That way people, parents, anyone can get the care they need, when they need it.

Do they possibly have a compost bin (not for human use). Our condo at the beach has a compost bin - use a scooper, once you have it up it all goes in the bin. Once every so often you put some kind of microorganism in it that will break it down.
