Somehow I have a big problem attaching smart with tRUmp. He has said a lot of things only to deny them later even thought they are out there in plain sight.

At the time that Trump said that, the Democrats did not control Congress. Now the GOP controls both legislative houses and the Presidency. So what he said about Obama not controlling his own party is actually much more accurate about himself as a leader.
It means also that shutdowns are a process that happens to presidents sometimes, that last one was it Obama?
