Always stop. We're in a rural area here and people tend to not pay attention, but they do heed the school bus warning signs. Well, at least those whom I have seen.

As far as I know in most places it us the law.
This is why I don't watch the news. Also the primary reason I stopped using Facebook. Terrible news every day, and nothing I can do about it but get depressed and stressed to no end.
It's not just inattentiveness. People deliberately run the stop lights on buses. I'm the last one to be all 'Fow da chiwdwen', and even I think running those stop lights is reprehensible.
That was so incredibly sad, I couldn’t even imagine what those parents are going through. This happened in my neighborhood just last week where an eight year old boy was hit crossing the street after getting off of the bus. Fortunately he is ok. The driver of the car wasn’t ticketed or anything. Apparently the rules had changed this year where the bus drivers don’t get off to assist the kids cross. I have to drive my kids most of the time due to early sports practices.
What?!?!? The driver should have been given a ticket...if not arrested! Guy ran a red light in Ft Worth and hit me on my bike and they didn't ticket him either - and this was down town as all the sheriff deputies and court bailiffs were going to work (literally 20-30 LEO saw it happen). A few months later I hit a trailer with no tail lights on just after dusk (side wheel well - I laid the bike over and got around, but foot peg just barely caught), and the cop gave me 3 tickets!

The bigger problem is that people AREN'T seeing the big yellow bus with the flashing red lights and big red STOP sign because they aren't watching the road, they're looking at their phones, AND getting away with it.
I am out at the road every day to get small humans off the school bus. I walk across the street when the bus stops, and I walk them back across the street after
they step off the bus.
I make damned sure that it's my body that is out in the road first, just in case, even though I always look around the bus to see if anyone is coming.
I've had to yell at people for passing the school bus, while it is stopped.
They usually flip me off and keep on driving. Now, if I started throwing rocks at
them, I'D be the one in trouble.
After the last two weeks, and so many kids being injured and killed, I'm going
to risk the jail time, and start throwing rocks at the drivers who don't stop.
Let them call the cops on me.
