An understanding of the bible, particularly the King James, vastly improves your chances of understanding Western literature. Tolkien was a Catholic mystic, if you don't have any bible knowledge his work is diminished for you. Joyce is even more utterly impenetrable if you don't know biblical work. Shakespeare helped write the King James, a lot of his plays are better understood if you get his mindset. Flaubert, Moliere, Tolstoy, Didion, Atwood, the list goes on. If you don't understand biblical references and the poetry and songs inspired by them you miss a significant link in the continuity of western culture. That said, the same is true of classical literature, yet I do not see any bills to encourage the teaching of Latin or Classical Greek.

You can't deny it is a work of influential literature. Right or wrong it has influenced a lot of people for a long time. It can't be studied that way because one of it's underlying themes is to go forth and spread the word. I think you are right.

Hmm. There are arguments on both side. The Bible contains a lot of material that one should know if they wish to consider themselves educated in our culture. It also contains a lot of material for indoctrination. It all depends on how the course are taught. A neutral religious studies course would be acceptable in my opinion but not anything that had to do with proselytizing.

If they put it in as a "work of literature" to a suitably aged audience does this mean they expect a critique handed back. That one could backfire hilariously the first time someone rips it to shreds for internal inconsistency and treats it like any other work of fiction.
