My immediate thought is, "only 49 states?" I would have guessed all 50 plus DC, and most likely Puerto Rico - at the top, as well.

You're right of course. Just that 49 states is what it said in the article. Police work attracts the wrong sort of people. They need to institute education and extensive psych evals as a condition of employment.
