But why can't we explore both the cosmos and the oceans? It doesn't have to be one or the other.

@aahouck49 Space Force isn't real yet.. It doesn't exist as The house hasn't and won't recognize it..and yes I am aware of Climate change. However expanding our knowledge of the universe , our solar system and Mars are important to human expansion, off the planet.
As for the Opiod epidemic, it's real and is killing people hourly. In fact the state of Massachusetts, along with several others, have brought criminal charges against the company and single family that produces Oxcycotin.
