It is the Office, not the Person that counts. Whether serving or served, in a crazy word like this, protection is a necessity, even for the odd bad apple. Refuse the protection and it is the Office that takes a hit.

I vote 45 does not have any protection, has a cell mate who is African American, erudite, speaks only Spanish, and finds him VERY attractive.
