If this was for health purposes practically any potluck or picnic should be regulated.
How strange. Next escalation would be pouring bleach directly on the homeless.
I live in Kansas City, and Facebook just blew up when this happened. People were very upset. It appears to me that there was a power struggle between the health department and the people organizing the picnics. It's really a bad look for the health department, for sure.
Perhaps the Health Department was well-intentioned in maintaining that they should have had permits, with the idea of regulating for safety's sake. But it seems pretty stupid now to bleach bags of food like this if there is no definite reason to think something actually IS wrong with the food. Maybe the Health Department was afraid they'd get blamed if someone got sick, and it was a case of CYA.
There are so many laws against the homeless and needy and even people who attempt to help them. They aren't acceptable until they are completely out of view. They're bad for business, at least that's Chattanooga's view of them.
