Because their god, Ayn Rand was wrong, billionaires do not create wealth, the accumulate the fruits of others labor. There is a huge economics lesson that has played out, but I doubt that more than a few will realize what was being taught.

Because in America, the profits on Wall Street are more relevant than the lives of people. People are replaceable to the rich. This has been apparent from the beginning with slavery.

So businesses can make more money. Do you feel betrayed now?

They need money and Trumpy wants to be re-elected. Sheltering in place isn't giving them the money that they can only get if "we the people" are working.

Economics.
Our "Leaders" have determined a percentage of the population can be sacrificed for the good of the economy. In the minds of our "Elite", like warfare, "acceptable losses".

I think that the old rich white guys don't care so much if we get an even bigger second wave. They can get us all back to work for just a few weeks, get the market back up briefly, sell off their stocks . . . boom the 2nd wave comes back and kills hundreds of thousands of us, but they have their money out now. Cayman islands or someplace then might be a good place for them to hang out in while it passes.
