But, Judd is still against a vaccine mandate, even for his own officers. Judd shows moments of lucidity, but tends to be unthinkingly conservative.

I used to live in Polk County. I have a lot of feelings about Grady Judd, and most of them aren't good.
This is one of the very few times he's said something helpful.
