Bindweed!
You'll have to do some extensive weeding to get rid of this menace!
Dig up your tomatos, unwind the vines off plants, set aside, and raise hell in that bed!! You will have to get all underground runners. Once all Bindweed has been removed, you can replant your tomatoes.

Sure looks like morning glory to me, the seeds are mildly toxic but you can get a high out of them, so I'm told anyways.
